FSSAI Registration for Home Kitchens: Step-by-Step Guide (₹100/year)
Last updated: August 23, 2026 · ~7 min read
The paperwork is the part that stops most home cooks — not the cooking. In practice, a home kitchen in India needs one thing to start selling legally: an FSSAI Basic Registration, which costs ₹100 a year and is applied for online. This guide walks through exactly who needs it, what to keep ready, how the FoSCoS application runs, and what changes on your labels and listings once the number arrives.
Who needs FSSAI registration
Under the Food Safety and Standards Act, 2006, every food business operator in India must be registered or licensed before selling to the public. "Food business" is broader than most home cooks expect:
- Home-cooked tiffin and daily meal services
- Pickles, masalas, papads, chutneys and other packaged preserves
- Bakery, chocolates, cakes and cookies made at home
- Snacks, laddoos and sweets sold in boxes or jars
- Anyone selling through WhatsApp groups, Instagram, a marketplace or a reseller
Cooking for your own family, or for an occasional unpaid gathering, is not a food business. The moment money changes hands for food you made, registration applies.
Which tier applies to a home kitchen
FSSAI has three tiers, chosen by annual turnover:
| Tier | Annual turnover | Typical govt. fee |
|---|---|---|
| Basic Registration | Up to ₹12 lakh | ₹100 per year |
| State Licence | ₹12 lakh – ₹20 crore | ₹2,000–₹5,000 per year |
| Central Licence | Above ₹20 crore, or import/export | ₹7,500 per year |
Nearly every home kitchen starts on Basic Registration. Fees and slabs are set by FSSAI and can change — confirm the current numbers on foscos.fssai.gov.in before you pay. You can register for up to five years at once (₹100 for each year) and avoid annual renewal reminders.
Documents to keep ready
Scan or photograph these clearly before you open the portal — a blurred document is the most common reason an application is sent back:
- Aadhaar (or voter ID / passport / driving licence) of the proprietor, as photo ID and address proof
- One recent passport-size photograph
- Proof of premises for the kitchen address — a recent electricity bill, rent agreement or ownership document
- A list of the food products you intend to make and sell
- Bank account details (passbook or cancelled cheque) for payouts
- A mobile number and email you actually check — the OTP and all portal updates go there
A separate business PAN or GST number is not required for Basic Registration by a proprietor. Your personal PAN is enough at this stage.
Applying on FoSCoS, step by step
- Open foscos.fssai.gov.in and choose to apply for a Licence/Registration.
- Select your state and district, then pick the business kind — usually Manufacturer → Small manufacturer / Petty food manufacturer for a home kitchen, or Food Service for a tiffin service.
- Confirm your turnover is under ₹12 lakh so the portal routes you to Basic Registration (Form A).
- Fill the applicant details exactly as they appear on your Aadhaar — spelling mismatches cause rejections.
- Enter the kitchen address as the premises and upload the address proof.
- Tick the food categories you will produce; keep the list slightly wider than today's menu so you need not amend it soon.
- Choose the number of years (1–5) and pay ₹100 per year online.
- Save the application reference number and track the status on the same portal.
A complete Basic Registration is typically issued within a few working days, delivered as a downloadable certificate carrying a 14-digit registration number.
After approval — number, label, renewal
- Print the FSSAI logo and your 14-digit number on every retail label and every online listing.
- Display the registration certificate at the kitchen premises.
- Keep a simple batch register: date, batch code, quantity made, and key ingredient lots.
- Renew before the expiry date — a lapsed registration means you must stop selling until it is restored, and late renewal attracts a daily penalty.
- Amend the registration if you move the kitchen, add a very different product category, or cross the ₹12 lakh turnover line (then you upgrade to a State Licence).
Hygiene conditions for a home kitchen
Registration is self-declared, but a food safety officer can inspect, and marketplaces (including ours) ask for kitchen photos before you go live. The baseline:
- A production area that is cleaned and kept free of household clutter during production hours
- Potable water, pest-proof windows and covered drains
- Stainless steel or food-grade vessels — no chipped enamel or reactive aluminium for acidic foods
- Containers washed and dried fully before filling; residual moisture is the main cause of spoilage
- Hair covering, apron and clean hands during packing; no filling directly by hand
- Waste segregated and removed daily
Common mistakes that delay approval
- Name or address spelt differently from the Aadhaar record
- Choosing State Licence by mistake and paying a much higher fee for a small kitchen
- Uploading a premises proof in someone else's name with no rent agreement or consent letter
- Picking only one narrow food category, then needing an amendment a month later
- Treating the application reference number as the registration number — only the 14-digit number on the certificate goes on labels

How much does FSSAI Basic Registration cost?
The government fee for Basic Registration is ₹100 per year, paid on the FoSCoS portal. You can apply for up to five years at once by paying ₹100 for each year.

A photo ID and address proof such as Aadhaar, one passport-size photograph, proof of the kitchen premises like an electricity bill or rent agreement, a list of the food products you will make, and your bank details for payouts.
